MARINE CLASSROOM
Seasonal learning modules linking water, wind, habitat, safety and local working knowledge.
PUBLIC PROJECT DOSSIER · 11
Let the sea become a classroom without turning the coast into a product.
REALITY TODAY
GO URLA operates no marine institution, field station, vessel, harbour, route, archaeology programme or coastal concession. No authority, fisher, school, club, marina or research body has accepted a role. The title is a design direction, not evidence of quiet water or protected access.
THE 2030 OUTCOME
By 2030, imagine a distributed marine classroom: modest field stations, low-noise mobility, citizen science, sailing literacy and fishing heritage held together by habitat limits and public access.
OPPORTUNITY ARCHITECTURE
These are design propositions, not current services. Each can be changed or stopped when evidence, consent or capacity says so.
Seasonal learning modules linking water, wind, habitat, safety and local working knowledge.
Small, reversible observation points considered only after ecological and access review.
A future low-noise, low-emission and safety protocol—not a claim that a fleet exists.
Paid, consent-led documentation of skills, seasons, species and change.
Public observations become useful only through valid methods, stewardship and correction.
2026 → 2030 LOGIC
Publish the vision and its non-claims.
VISION PUBLISHEDAssign responsibility and test need, resources, rights and access.
NOT STARTEDRun one limited, reversible and measured version.
NOT AUTHORIZEDScale only if public value and capacity are proven.
NOT REACHEDDELIVERY GATES
A future date is not a delivery promise. The status changes only when dated evidence is public.
Purpose, boundary and first proof are public.
A qualified lead accepts authority and limits.
Need, rights, resources, access and capacity are tested.
Site, operator, permissions, impacts and economics are accepted.
One reversible version operates under public measures.
People can use it and independent outcomes are reported.
ZERO-BASED LEDGER
No new marina is proposed here. Underwater archaeology, navigation, fishing, habitat access and vessel operations remain subject to qualified authorities and direct permissions.
MEASURES OF TRUTH
Habitat and water-quality baseline
Noise and emissions per journey
Resident learning and access hours
Safety, consent and incident record
NON-NEGOTIABLES
No marina or coastal enclosure by implication
No archaeology without competent authority
Habitat capacity sets the visitor ceiling
Working-sea knowledge is paid and credited
FIRST EVIDENCE TO SEEK
A named marine lead, a lawful baseline method and a published map of questions—not sites—are accepted before any operating proposition.

The atlas connects new ideas to the existing roadmap and records the first evidence each would need.
