IDENTITY COMPACT
Residents define what to protect, share, refuse, measure and change.
PUBLIC PROJECT DOSSIER · 12
Many villages, many voices, one promise: identity is never assigned from outside.
REALITY TODAY
GO URLA has no village compact, village council mandate, route, capacity agreement, repair fund or participating settlement. Bademler, Barbaros, Özbek, Yağcılar and every other place named in source material are research hypotheses only; no theme, brand or role has been assigned to them.
THE 2030 OUTCOME
By 2030, imagine a voluntary constellation in which each village authors its own identity compact, capacity limits and welcome conditions while sharing repair skills, mobility, learning and fair local value.
OPPORTUNITY ARCHITECTURE
These are design propositions, not current services. Each can be changed or stopped when evidence, consent or capacity says so.
Residents define what to protect, share, refuse, measure and change.
Shared craft, maintenance and adaptive-reuse capability keeps value and knowledge local.
Walking, cycling and small-capacity transit connect without flattening difference.
Resident mobility, food access, care and digital utility precede visitor packaging.
Housing, water, waste, noise and public-space limits are visible and revisable.
2026 → 2030 LOGIC
Publish the vision and its non-claims.
VISION PUBLISHEDAssign responsibility and test need, resources, rights and access.
NOT STARTEDRun one limited, reversible and measured version.
NOT AUTHORIZEDScale only if public value and capacity are proven.
NOT REACHEDDELIVERY GATES
A future date is not a delivery promise. The status changes only when dated evidence is public.
Purpose, boundary and first proof are public.
A qualified lead accepts authority and limits.
Need, rights, resources, access and capacity are tested.
Site, operator, permissions, impacts and economics are accepted.
One reversible version operates under public measures.
People can use it and independent outcomes are reported.
ZERO-BASED LEDGER
Participation is opt-in, revisable and reversible. Silence is not consent; a place name in a document is not a partnership or identity.
MEASURES OF TRUTH
Resident-authored and renewed consent
Local value retained per visit
Housing and service pressure
Capacity breaches and corrections
NON-NEGOTIABLES
Right to refuse, pause or leave
No externally assigned village brand
Resident access before visitor growth
No route before capacity agreement
FIRST EVIDENCE TO SEEK
One village issues a documented invitation, appoints its own representatives and approves a reversible listening process with no tourism target attached.
